Harbor Consulting IP Services, Inc. was founded in the fall of 1995 by James A. Coburn.  As a former technical assistant in the biotech and pharmaceutical practice group of the Washington, D.C. law firm of Foley & Lardner, Mr. Coburn identified the need for a service oriented business aimed at assisting law firm, in-house and sole practitioner patent attorneys & agents with meeting the U.S. and foreign Sequence Listing requirements under 37 C.F.R. §§1.821-.825 and WIPO Standard ST.25.  Since 2001, Harbor Consulting has also offered biosequence, chemical structure, and full text database searches providing integral data for freedom to operate, patentability, and due diligence/assessment purposes.

Based upon the premise of providing a quality product at a reasonable cost and in a timely manner, all the while guaranteeing the final product, Harbor Consulting has grown substantially since its inception in 1995 and counts a number of the industry’s leading law firms and biopharmaceutical companies as its clientele.
